Often, yes — enclosed levels shelter equipment well when ventilation, drainage, and clearances are designed for the space. The assessment checks those conditions before the proposal commits to it.
Why is the room over our garage always the cold one?
It floats over unheated space on a floor assembly that was rarely insulated for the job. Supply to that room plus attention to the floor below it corrects what the thermostat alone never will.
